Yes you can have rainbows in the winter...
While the mountains on this segment of the highway don't have much snow, there is still enough moisture to generate a rainbow every once in a while.
This pictures was taken only a few thousand feet above sea level. Once you get closer to five thousand feet, the snow is still at least a few feet deep.
